Even if Rs 199 plan is a standalone plan, is it necessary to recharge with a bronze, silver, gold etc plan before opting for Rs. 199 plan?

Seems like they extended the activation time of paid plans to 24hrs. I recharged last evening and was anticipating the paid plan to be activated by midnight. Called up CC now and they tell me to wait for 24hrs.
