You should get 60-70 Mbps on Speedtest/Fast/M-Lab speedtest(Google) .Never less than that. Both on upload and download and always check speeds with LAN cable
58-60 is also Okay. but BSNL always provides speeds more than on paper

I got 60-70 MBps with LAN cable. But right now I checked the speed with my wifi connection and I am getting only 30 Mbps. Even with wifi quality, I should be getting atleast 45-50 Mbps, no ?
 
The Wireless router they give is crap , get it replaced if you can , or buy a New router which works alongside with this in Bridge mode. The router they gave just works as Optic to Ethernet in that case.

The modem they gave is NETLINKHG323RGW which is a single band ONU (2.4GHz). Will they refund me if I ask to return it and buy my own ONU from elsewhere ? Any recommendations for a good ONU on Amazon or Flipkart ?
 
Are you on 2.4 ghz band or 5 ghz. Most likely you have got a crappy single band router, that's why you are getting better speed on lan.

I also think getting a decent dual band router will be much better, this way you won't need to go through all that hassle.
