BAD INTERNATIONAL SERVER SPEEDS

Hello Everyone:

Is anyone of you suffering bad speeds to international server in BSNL FTTH especially 100 mbps subscribers?

My local download speed is good as tested by MeasurementLAB (110 Mbps), maybe as it is peered to Google Servers? UL is in range of 60s
International speeds seems to be traffic-shaped as speedtest to
  • i3d HK and Rotterdam,
  • NForce Amsterdam,
  • GTT Frankfurt and London
  • OVH Singapore
  • Telia Denmark --> BSNL peering partner
NOTE: Download Speeds starts at hundred and falls to 88 and settles around 91-93 at minimum( No sample < 91 Mbps DL)
But using well-seeded torrents(50+seed all on good hosts) for a while connection occupies full bandwidth and then gradually falls to 600 KBps and spurt around 10-30 Mbps..and keep looping this patter as I've observed since last few days

Upload speed to international servers are anywhere between 4Mbps -60 Mbps ;-;

If possible can you guys monitor your speeds to international servers(anyone above) around these timings : Post 10 PM to 2 PM, 3 Pm to 6Pm, 7+ PM?
Do you observe the similar pattern with your torrents too?

Lastly, is anybody here getting 59 Series IP anymore?

I get 59.x.x.x IPs most of the time.
And I tested using NPERF to OVH singapore, getting 220ish Mbps DL 117 Mbps UL
my plan is 200 Mbps plan 😅 before any of you are awestuck😂😂
