Each EVM machine have Unique ID tag, right before they are placed in Polling Station these ID tags are transferred to Central Database. Usually EC keeps 12% of Total EVMs as backup if something goes wrong with few and they can be replaced easily. These EVMs are not enabled until they goes to Polling Station to prevent assholes (and their children) from abusing it.
