China , following raids in central Delhi and arrested 23 shopkeepers.
The big haul and arrests came following raids at Ghaffar Market in Karol Bagh. This was the first raid in the capital after the central government banned the use of mobile phones without the international mobile equipment identity (IMEI) number from this month.
