3G/4G Dongle with public IP

I had been using Vodafone NetCruise ( its supported by MTS Broadband) and it game me a public DHCP IP address. Few months back the Netcruise service stopped in my area and i bought Vodafone 3G.
but Vodafone 3G provides as NAT address( private IP).
I would like to know what 3G/4G Dongle services provide public IP ( DHCP or Static ) so that i can access my home network from outside.

BSNL 3G gives you public IP. and they provides static IP also with some extra charges.

No. It depends on the operator as well as the circle.

@x720 There must be a possibility to bypass operator`s NAT address. Need someone who have experience with APN :talking:
