649 plan for Gurgaon, Noida

i was told today by cc that they are have this plan for ggn for 2 months.

I have contacted CC several times in the last 1 month. And they said its not available in GGN. Sometimes, CC notes down your request, but later you get a call saying that the requrest can't be fulfilled because plan not available in GGN.

I just talked to CC and they said that 649 plan is still not applicable in Gurgaon. Has anyone been able to get this plan in Gurgaon or Noida.
