Do ACT FIBER locked TP-Link routers work with other ISP?

Can they be flashed with official firmware or open source firmwares like openwrt by using TP Link official Unbrick method

@Attitude41 not sure about other method but surely not by using official unbrik method. for official unbrick method the router needs to go into rescue mode. but the the isp lock router will just directly boot up and will never go to rescue mode.
