ACT Lucknow, high packet loss

I am seeing a sudden degradation and packet loss in ACT. Wonder what is the reason.

Facing the same issue on ACT Broadband in Chennai. 100% packet loss for many domains. WhatsApp images are not loading. PSN speed test upload is failing (and download is ranging anywhere from 6–180Mbps). Netflix on PS4 is capping out at 9.2Mbps (over multiple tests), and even then videos barely load, and when they do, start off at 480p in bitrates as low as 0.10Mbps.

Something's up with their network, and their customer care is only doing home router level troubleshooting.
