MTNL Delhi ADSL Keeps dropping out line quality fluctuates too much

Hello everyone,
I have been suffering from bad line quality since a few days. When i lift telephone, ADSL stabilizes a bit but not much, it keeps dropping out 10minutes, sometimes i get above 28dB snr sometimes less than 9 sometimes even in negatives. I got new filter tried running on different modem but it all made no difference, i complained a lot of times but MTNL did not fix it.

and one more thing i want to ask could i get an electrician to get wiring outside my house from dp box on pole 20meters away or would i have to get line man?
 
Line man would be preferred, pay him some bakshish if he ask for. Bettet get line change with copper tel wire, don't use market wire are mostly aluminium based

Well check the wire first, if any joint then get it replaced. Copper or cat5 is your choice
