Airtel and BSNL to sign Pan-India intra circle roaming agreement

Why fishy? Many operators have such agreements for Roaming. I remember Tata, Reliance and Aircel had (has?) such agreement.
Is BSNL involved in such agreement for first time, and they did not had any such agreement with private operators in past?
I feel its good for customers of both operators as they will get good signals.
 
Yes. Reliance aircel tata have an agreement.

Bsnl has never had such agreements. Bsnl coverage isn't all encompassing, but there are quire a few bsnl exclusive areas within the country. This deal gives airtel access to those.

Rgsm Aircel Tata DOCOMO deal is like blind helping blind, except in some areas like TN, where Aircel coverage is good. I am using both bsnl and airtel. Bsnl network signal is like God, it will be available everywhere - but useless. Coverage of airtel is good enough, rarely it has signal or coverage issues, even in 1800MHz band 2g circles like TN, MP, Mah.
