Airtel Broadband: You only get 16mbps connection if you are special

I moved to a 16 mbps/80GB plan yesterday. Its available for less than 2k including taxes, with some voice benefits that I dont care about. This is in Bangalore. The field guy from Airtel was saying that my place was not at an ideal distance from the server and he wasnt sure whether the copper wire would sustain the 16 mbps bandwidth. I asked him why Airtel couldnt upgrade the hardware to provide such speeds and he said the municipality wasnt very friendly when it comes to laying better cables/infrastructure is concerned.
