Android Tablet in 7-8K range

So need recommendation for someone for an Android Tablet in 7-8k range
a) Size - no restrictions
b ) USB support - Needed for data transfer
c) 3G - Dongle or SIM both options can be considered.
Purchase would be in Mid-feb or early March. Or earlier, if a good deal is found. Need help in narrowing down from the plethora of ones available in the market.
 
No monthly wired connection is available for 200-300 Rs?? Plus it would be a monthly commitment. He doesnt want for regular use. If needed he will recharge use for days/weeks. and not for days/months together... I am talking about a really budget user here... If there is a net connection available (prepaid) for 200-300 for 2-3 GB I think I can make him get that...

Yes. Get tata CDMA. 256 bucks for 4GB. CDMA dongle for 1k. Compatible router for 2k.

But, if the signal sucks, he'll be stuck with CDMA.

Cheapest option, I can think of is this.

As far as I can tell. Tata seems to throttle photon from time to time. At home, I can barely manage 512k on photon. But a CDMA sim with an unlocked dongle gives 2.7mbps.

Have tried it at different places around here. Though, if the CDMA network around there is weak, it could be an issue.

Next option is reliance cdma. Gsm 3G will turn out to be expensive, except for bsnl.

Thats one reason why I am avoiding CDMA. GSM will give some flexibility in terms of switching providers..For example Aircel has 2 GB @ 255, after that unlimited at lousy speeds. I think that would suit him fine..
