Depends on type/model and manufacturer.
If it is a skilled engineer and he/she knows their CLI, then an RMA device should take a couple of hours.
But, the whole process of replugging, testing and change shift is the real hassle.
So, all in all, a day or two.

Unknown MAC, usually means it is running on VM.

Okay then the guess was right. You are currently on a temporary gateway. Some people are affected, while some or not because migration is under process and it takes time. I would say, wait a few days and you will see Juniper or Ericsson BNG. Its BSNL Afterall.

Lifesaver, but it has been 15 days already and I think they messed up something on their end, and they told me the upgrade process was completed, but there is still a bottleneck during peak hours.

you are using OpenWrt? What is the MTU that you have set?
Do you get 150 up and down early morning or late night?

I can only guess. My guess is they screwed up QoS configuration during the upgrade. Its only a guess.

I really dont remember. I was on 60Mbps plan I guess and speeds were 10-20mbps till 11:30pm and after that it used to get fine.

Because of that issue only, I disconnected BSNL and got Airtel Fiber. So really have no accurate idea how long it took for them to fix the issue. Should be fine by the end of the month.
