They be like, " wait, we want to fleece the Indian customers as well and such rules puts a dent in our objective."

They just don't want to spend resources on converting older models to usb-c. I imagine these models are not sold in EU or EU rules don't apply on older models? Anyways. Easy to get India to change policies. Especially when the entire leadership uses your products and your local assembling is the highlight of the make in India circus.
