Assigned IP adress problem.

I am in PPPOE mode and most of the times i get assigned 117.x.x.x. .
But sometime I get IP in 59.x.x.x and there is a problem in it. Webpages wont open, torrent wont work, basically there wont be any data transfer, but the led's on the modem will show all ON.
But most of the times when it is 117.x.x.x then there is no problem, everything will open fine.
So what is the problem with 59.x.x.x. How do i tackle this ? Is there a way with which i force modem to get 117.x.x.x everytime.
My modem is TP-Link TD-8817.
 
Both of these are 2 gateways with 59.x.x.x being the old gateway and 117.x.x.x gateway the newer NIB2. These are allocated randomly and the only way is to reboot the modem till the desired gateway is assigned. 59.x.x.x gateway is generally known as their over utilized and badly routed gateway which causes the timeouts and high pings. Best would be to just restart the modem as Bsnl isn't going to do anything to improve this issue. One possible way which I think might be possible is to talk with the broadband incharge of your area regarding configuration of your connection in bridge mode with a gateway server of 117.x.x.x range. This might be a way but not sure.
 
Technically it's possible to assign a specific gateway to your line. You need to talk to a technical person in BSNL (if there exists one!)

Good luck getting that done, I've tried and failed.
@OP, just disconnect internet and reconnect. You don't need to reboot the whole modem just for this. There should be options to do so on your modem interface.

Yes this works and is better than restarting the modem.
There isn't a exact disconnect button but changing the connection type (always ON ) and restoring back works.
 
I guess, I noticed somewhere my IP as 59.xx . May be it is happening to all. I was under the impression that all IPs have currently shifted to 117.xx . May be BSNL ran out of IP slots.
 
I was assigned the ip of 117.x.x.x but of late its been 10.x.x.x and i cant browse. The ip seems to be strange.
