What you just described fits Tata DOCOMO 3G perfectly.

They are fine offering 6GB data transfer on their Edge plan for just Rs. 98 (hah!).

But you pay a solid premium for transfer the same data on their 3G network.

Very obscene.

I may not be getting you... How does it fit?

As far as I can gather, the network itself is quite new, so the equipment should have been 3g capable already.

The only thing that has changed is that they can turn on the 3g signal, which apart from the cost of the spectrum itself should not add any additional costs to their delivery of data to subscribers.

I may be way off here, but in theory, they should be able to charge rs98 for 6gb of transfer whether it is on 2g OR 3g.

Only "unlimited" plans should have different costs, and even then they could do like Finland and have 384k, 1mbit and 2mbit options at appropriate prices.

Of course, if it were my decision I would suggest they make the experience as good as possible and not have mobile unlimited plans at all, just charge for data and deliver it as fast as possible.
 
if the indian broadband has to progress then, telcos should buy more bandwidth?? as far as i know tata kinda rules the bandwidth world. so the other companies should open up??

Not even close. Bharti has *almost* twice as much International Capacity in/out of India as Tata, owning a total of 5 cables to Tata's 3 (Tata and Bharti co-own 1 of those - SMW4 - so really it would be 4 & 2 respectively).
