You are in an unlimited plan with a FUP limit, i.e. after certain quota usage you will have browse at low speeds. BSNL has introduced this literally where they offer you to browse at high speeds by paying more money. If you have heard of Airtel Smartbytes, then this is basicalky the same thing. We have had discussions on this here before
