I am on BBG-COMBO-ULD-1199-MONTHLY, Here are my broadband numbers. Although the speed is good but i face frequent issues related to DNS Server not found. I have never faced issues with speed as it has always been consistent,

check if you have installed VPN
if still you get such scrappy speed then bsnl lines is weak
maybe at night time you get speed
