Roaming where? How much data?
Could be ANYWHERE out of Mumbai. Because when he is in Mumbai (at home or office - he uses WiFi). Not much data. Basic email checking and little browsing, that's it.

1-2GB shall suffice. Apart from MTNL, no one else has pan India 3G. So, that's one option. Another option is buy an unlocked CDMA dongle and use Reliance EVDO, 90 bucks for 1.5gb.
How much speed does Reliance EVDO give? And is it all - India? Also if you could suggest a good unlocked CDMA Dongle.

Reliance netconnect plus runs on EVDO! hence, an unlocked dongle plus a reliance CDMA Sim will give you the same speed as reliance netconnect plus, but at a much lesser cost. I use an unlocked mts Huawei ec122. Speed at home sucks, get around 512k, primarily because of poor coverage. Elsewhere in Mumbai, averages between 1.5-3mbit.
