As far as unlocked phones go - They are available at a premium price even abroad wherever the local laws make it compulsory to sell unlocked phones as well. e.g. in Belgium it is 525 Euros.
In US, the contract free but LOCKED phone is available for 600 dollars.
Sadly Apple never has had any India strategy and that is the problem.

you said it right. they have a very flawed strategy for india. and they are losing out big time around here.
indian customers pay big money for mobile phones. they do not buy them subsidized but they like to have freedom using the phone.
apple has not given them the freedom yet they are charging them unsubsidized prices.
the point is, if you are not giving out any price benefits to the customer why are you locking them to a single service provider?
looking at the number of new mobile customers in india, apple is making a mistake not getting the numbers they can easily get from the indian market.
india's mobile market is huge and still growing at a rapid pace.
