What is cache commisioning? Is it like this:
Do facebook install their hardware in BSNL offices(I think it might be a lot of racks), also do facebook get to use BSNL's infra for syncing with their data centre or facebook uses TRANSIT from other TIER-1 ISP(s) connected to cache which is connected to BSNL office/NIB?

Companies usually have these kind of prerequisite for deploying caches.
Bsnl has to provide power and bandwidth for that cache box.
These cache boxes sync and store popular content, then serves it to customers thereby saving bandwidth for the isp as the data downloaded only once.

I can understand the netflix part as they only have to sync their content and db info but I can't understand how google and facebook does with PBs of data which is constantly changing and going under number crunch by their AI algorithms)

@Realme I visited there , these Babu's have unrestricted access to their core network, one guy who was working there retired recently he used to access these network from his home from teamviewer and anydesk.

They have upgraded their backhaul recently from 10G to 2 x 50G

We are the first lco in my district and one of the very few lcos tied up with bsnl when they started tsp program in my state .

Usually BSNL send new lcos to our network for training and troubleshooting.

that means if they are upgrading their backhaul we can expect above 100 mbps plans isnt it??.

@philip yes, currently 200mbps. They have plenty of bandwith but milligrams of brain

Google uses some sort of algorithm to determine popular content to sync to thier Google global cache.
You can notice that when use YouTube, where trending videos load faster than some obscure or random video.
