Bsnl 3G coverage area in punjab

Dear fellow forum members ! anyone having idea when Bsnl is going to expand their coverage area in punjab as i am living in town barnala and still there is no coverage of 3G in my town. One thing more if i am using Bsnl 2G sim in Datacard then how much surfing and download speed i can get. thanks in advance.
