BSNL 3G Postpaid Tariffs-What does this actually mean??

In the Plan-725---Free GPRS Usage in Home LSA (MB)= Unlimited

My questions are

1.What actually is LSA(Licensed Service Area)??
2.Free GPRS in the sense the high speed internet = 2Mbps? or regular 144kbps??

the 725 is for 144kbpsthe 3G limits are mentioned below point(10.2)
