BSNL ADSL Broadband ---> Not getting Speed / Bandwith

Hi Experts I have BSNL BB connection with 4 M seed but is am not getting more that 500k to 1.5 M. Asked BSNL to check they say your line is clean. Can you pls tell me how to test line.

Also why my Downstream Attenuation is more 55.0 db and Upstream Attenuation is less 31.0 db

u have to lodge a complain to bsnl regarding poor line quality. tell them snr is too low and attenuation is very high.
