this problem started mid dec'14. i reside in sec-14 gurgaon. my phone was dead for 8 days. they told me some jcb hit the bsnl building haha 
that time i used my mobile hotspot to use net.
complain was solved. net worked smoothly for few days.
then adsl was not smooth, disconnects within 5 min then reconnects. i am so pissed at them (bsnl)
complained a lot and then last friday our area some kind engg. (Mr. Kataria unknown post he might be head) solved the problem, my phone worked smoothly for 1 day, no noise. but net didn't worked, and the guy told me I had faulty modem (which i proved him wrong, by doing reset on modem) my net then worked smoothly for few hours and during night time it went dead.
landline is dead, but net works. but adsl dead a lot of times. tried to complain yesterday but no one is even picking the phones. so pissed at the way these govt guys do work.
i searched on net and here is the screenshot, sure my snr is way down and attenuation too is way high.

despite knowing the problem i am not able to talk to some technician/engineer who can understand that snr is way too low it should be higher and attenuation is way to high which should be on low end.
