BSNL asking me to buy modem from them for better speed

I raised a complaint in BSNL and today i got a call from BSNL saying. Sir you are facing this issue due to incompatible modem. If you say okay i will send a technician team to install the new modem which is just Rs. 2500 which is 4G compatible with USB technology and it even runs when current goes..blah blah blah. If you buy and install the new modem you will get constant 8 Mbps else your line will have problem.

I said i will get back to you later and got the contact details. :D

Nowadays my line speed is, (8Mbps till 60GB and 512kbps moving is the plan, out of which i have used 20GB alone)

Downstream Line Rate (Kbps): 2816
Upstream Line Rate (Kbps): 128
 
But i got this mail yesterday which contradicts, is the caller fake?

Diwali Greetings from BSNL.

"Please purchase BSNL MODEMS FROM CUSTOMER CARE CENTRES ONLY for your BB/Internet connections. In case of modem fault within a year it will be replaced onetime. Be aware of persons who call you through phone or mobile using our BSNL name. Our authorized agents will sell only BSNL Certified modems. Speed will not increase just by changing the modem unless it is faulty. If anybody offers any buyback offer misusing BSNL name please inform the Marketing cell on 28267222 to help us in talking action against them, along with the calling number.
Thanks for supporting BSNL.ONCE AGAIN BSNL wishes Happy Diwali.

Please ascertain the exact name of the company, address, landline number as well as the calling persons name and mobile number. Do not pay in advance, Pay only after satisfactory installation..

You 're not supposed to get 8 Mbps with the 2816 down. Tell them to set it to 16 Mbps (16384) or the maximum capacity that your exchange can handle. Upstream is fine at 128kbps. Change the wires or tell the line man to set a junction box inside your home.

Between I also received the above mail. I think it's their marketing mail ...
 
@jason29 i have got the same plan as yours in bangalore for rs1091 have complained to bsnl regarding the upstream mine is only 1998kbps if it does not change i will remove bsnl and take hathway or act,
If possible let me know how the upstream can be made higher.

You need to raise a complaint on self portal or through telephone exchange office to increase your upstream and downstream value. They did it for me, but for past few days i face some problem :(
