BSNL Broadband: Limiting bandwidth usage on a shared machine

hey guys i have BSNL's type-4 modem which i think is (Flextronics' A211-I). Is there any way to monitor and lt. the bandwidth on a n/w system ?

( Yours could be SEM or ITI DNA A211-I)
and confirm same type modem/router.

Using abbreviations ( non standard ), I cannot
understand n/w sytem and shred pc.
