BSNL Broadband no change in speed

hi i recently changed from 750ul to 500c plan but still im getting the same speed around 25-30kBps.. all my frnds using 500c plan r getting upto 200kBps.. i checked the usage page n it says im using 500c plan..any help will be appreciated..

Go to data.bsnl.in, under my orders enter the telephone no in the prescribed format and check whether plan is provisioned or open. Also check the effective date.

Call BSNL and ask them to remove the cap. May be they forgot to remove it.

i couldn't login the portal using my login ID and password that i use at the usage details portal(10.240.47.216)..i tried contacting the bsnl officials n they say that plan has been changed.. but still same 25-30kBps...i asked them to remove the cap but they doesn't seem to know anything about it.. could u be more specific about the cap pls..
