BSNL Broadband Routing Issue [High Latency + Low Speeds]

Just an update to everyone, this issue is STILL persistent and is hampering browsing experience very badly. I've taken all logical steps and don't know what else to do as there's no magical gateway anymore from a long time.

Nope, the problem discussed here is worst connectivity from 9am to 9pm. Speaking of which, I'm still waiting for my connection to come back to normal :

So I got another bummer issue here, a crazy one which practically renders my line pretty useless. The upload has fallen back to < 150 kilobits, its ridiculous, gmail times out, i'm unable to load attachments, Dropbox does not upload, pretty useless. Complained about this with BSNL 5 days back, after 2 days it was okay, and now again this has started..

I've been experiencing these problems every single day, without fail. Anyone have any idea whom to contact? I've already tried contacting my local exchange, the local NIB people, and several others and none could resolve this issue.

I believe there are many others who are also affected, mainly from South India.
