Bsnl broadband: upload is double than download speed.

I m on bsnl broadband unlimited 750 plan.My download speed is actually almost half of the upload speed.I cant watch youtube videos without waiting for long.
This happens most of the time.How can i switch download speed to upload and upload to download and wat is causing this to happen?

Speed is normal for UL 750. May be a bit low, but normal. It is your upload speed that is high. Try two or more speed tests and confirm the result. One speed test may mislead you. Also download any file from Microsoft and check the speed. Are you in actual getting this value in uploads ?
