BSNL is delaying to approve franchise to provide FTTH service in our village

Hi All,
We live in a village along the Western Ghats section of Karnataka, the village is around 6KM from the Taluka headquarter. We, around 25 members of the village had submitted FTTH applications to BSNL and they gave a franchisee contact suggested us to negotiate with him for providing the service in our village. We approached the franchisee but he did not show much interest, he quoted his costs and he told us that customers have to bear the complete cost of vendor side equipment, power back-up, cabling and customer side equipment. He also told that customers have to bear the cost of line fault repair or maintenance. Our village committee did not agree to his demands as these did not seem to be fair and economical, we rejected his proposal.

We conveyed the same to BSNL and they gave contacts of alternate franchisee. When we approached the alternate franchisee, he showed interest, visited our village, carried out a location survey, listened to our requirements and agreed to provide service with bare minimum costs as per the norms. We had confirmed him that we will go ahead with him and he had applied in Franchisee Management System of BSNL for the permission to install OLTE in our village, which already has a UG OFC backhaul. He said once BSNL permits him, he has made all arrangements to quickly provide connections. In fact we are seeing his efforts to quickly provide connections in our village.

When the first franchisee whom we had rejected, came to know that an alternate franchisee is ready to provide service to us, he approached us and requested to reconsider his proposal but our village applicants committee unanimously rejected his request as he tried to take advantage of the situation when we approached him previously. We cannot rely on such vendors who change the words and put demands. We conveyed the same to the DGM and Marketing Head of BSNL and briefed them about our proceedings and unanimous decisions.

When we contacted BSNL, they told us that they will first allow the first franchisee whom we contacted and rejected, to install OLT and provide service within 30 days and if he fails they will consider the second franchise (whom we have approved to go with). The marketing head tried to convince us to go ahead with the first franchisee and we rejected and questioned him that why he is trying to force us to go with the franchisee who had put demands. As suggested by them, we have also submitted a letter to the GM, clearly mentioning why we have rejected the first franchisee and aligned towards the second franchisee. We also told him that there is no point in waiting for him when the entire applicants community in our village has clearly stated that we cannot go with the first franchisee.

Though there is a clear public opinion and there is a provision for sanctioning the OLTE for the second franchisee, after putting us into so much of inconvenience, BSNL district team is trying to intentionally introduce delays when a vendor is ready to provide service after successful negotiation with us. We are feeling disappointed and helpless after seeing so much drama ,politics and each day they are quoting one or the other reason.

Please help us how to proceed further to get this issue resolved. We are ready to escalate the matter further but we are not sure what is the procedure, whom to contact.

BSNL will grow exponentially more if there wasn't this crap. This is not an answer to your question but my disgust and disapproval of what happened to you.
