BSNL ISSUE: WHAT IS MAJOR SOURCE OUTAGE? Help please

Hello.... My BSNL internet connection is not working from 2 weeks.. When I lodge a complaint via IVRS Customer care, it says your service is impacted by major source outage.. Whats the issue?? Can someone help please
