Also, unless they are willing to visit each house connected to setup TR069 and every device is identical it's not going to happen anytime soon I guess.

LCO can bulk update ONT from OLT by Device ID
VSOL/Syrotech/Net Link/Digisol/Uniway uses same Device ID
I can cross flash Syrotech SY-GPON-1110-WDONT with Digisol DG-GR1321 firmware
Bonus point: They can configure your ONT without visiting your place

They will also have to take into account that the devices don't have power backup and pushing firmware may brick the device in case there is power loss.

I guess Airtel, Jio use a 2 partition system ONTs like in Android phones. One partition gets updated while the other remains and even if power failure happens the device runs just fine.

Given BSNL's attitude and aptitude, it is highly rare the company's LCO network will push remote updates.
There's a VERY high probability that end-user ONT will be screwed up.
A more likely scenario is that BSNL will simply wait for ONTs to break. When the end-user approaches the LCO, they will sell them a new ONT that's hardcoded with BSNL FTTH custom firmware with BRIDGE Mode disabled or even removed.
BSNL has already black-listed non-TEC devices. Hence, end-users won't have any option other than approaching BSNL or LCO to get a new ONT.
Hence, it is critical to ensure the current-gen ONTs are preserved and well-maintained by end-users for better longevity.

Few days back 2 men from bsnl came to my house asking if my internet is working or not then I showed it to them that my internet is working and they told themselves that ‘ye automatically ho Gaya hai’ then they left I asked them what is the problem they never replied. My Ont is untouched everything is configured by me.

If TR-069 is made mandatory by BSNL then LCOs will be force to reconfigure customer ONT.
With TR-069 enabled, BSNL will have the power to push firmware without LCO interaction.
