BSNL Palakkad FTTH speed issues

Could anyone help or advise me to over come the speed issues that I am facing since 4 months speed clocked at less than 1 mbps upload to 10 mbps and now it’s download 5 Mbps upload 0.5 Mbps the JTO is also helpless
