Tried Wireguard and Ikev2, both would work well for 10 minutes but it would lag and wouldn't work.

Weird.

Openvpn udp seems fine.

Anyone else?

I use NordVPN. I can say that Wireguard(Nordlynx) is definitely limited to 100Mbps. No throttling with UDP or TCP.

i've seen oddness like this happen on many isps (including one I'm currently on Excitel).

OpenVPN is fast but IKE2, PPTP are both super slow. Wireguard is usually fine though.

Idk why this is the case, i don't think this is deliberate throttling, maybe something the ports, protocols or qos rules on their routers?

It's deliberate. Happens on other ISPs too. It's traffic shaping to improve QoS for everyone. Encrypted UDP traffic from unrecognised servers get limited after a while. By unrecognised I mean, RTP servers are often registered with ISP's peering agreements as part of CDNs and they get QoS priority.

Edit: Consumer-level connections aren't really neutral. Traffic is shaped to serve the needs of everyone with limited bandwidth.
