Noob Assumption: They just only have to buy additional bandwidths from TIER-1s and do some peering with good IXs forlocal traffic to major eye-balls (which they are averse too) and maybe update a few gateways for deep north or north-east states(like lit a few more strands of optical fiber)

@Realme You are basically correct in theory. As we look to the practical side of it , things get really nasty. Files dont move faster , Bills dont get sanctioned , Tenders are not taken up faster . Documentation is too slow and BSNL is still in 90's with their software and process
We have BSNL 4G only as example
And BSNL still have to hire the Engineers like private vendors who know efficient Routing
My requests still go to the Kolkata NOC sometimes and then reach the peering point
