BSNL Vendor Refusing to give DBC Router Password

BSNL Vendor is refusing to give DBC Router Username and Password. Any solution?

If you know all the configuration and your id and password for PPPoE, then you can rest the router and set the password as you want.

I don't know the VLAN id, which will be required while configuring the router I guess.
