response to Buffering and packet loss on Excitel
@ngrhd for imgur are you uploading image as guest ?
try logging in I think imgur has some weird issue with all isp that use double NAT setup,
they mark certain ip as spammer which won't be visible to you but their support can check that

can you do multiple tracert to youtube.com also ping constantly for 10 mins (to confirm problem is with lco)
and try streaming twitch at early morning or when traffic would be less may be the problem is they oversell non-peer bandwidth

I think switch on 10.200.200.1 is configured to respond to traffic that is on peered network as it responded to google and in all reports latency to 4th hop 14.141.116.229 is quite low constantly

- Your route will likely have time-outs. This is normal, since ICMP traffic is blocked once it reaches the Twitch network successfully.
