Government proposes changes in BIS to ensure product quality, withdrawal of substandard goods - The Economic Times

The proposed change will allow the Bureau of Indian Standards (BIS) to evolve as a National Standards Body for goods and services with emphasis on self-certification and market surveillance instead of inspectors visiting factories. "It is very important to harmonise standards with those practices internationally... We have to move in that line," a senior government official told ET. Towards this end, the government is planning far-reaching amendments to the Bureau of Indian Standards Act that will give it more teeth to ensure quality products reach consumers, the official said.

I think we do need something like Consumer Reports here in India.
 
But the government is using BIS to curb imports which is a non-tariff measure. Also BIS is being used to stifle small scale industries and help big corporate. This is being done in the name of helping consumers but in effect it is limiting the choice of consumers.
 
Have they enforced testing of mobile devices before they can be launched in the Indian market?
