Calling feature not available in LCO cities?

I am from a city in Bihar.A LCO is providing airtel xstream connections.No problems so far.Speed is almost 1.5x what is pay for and ping is 7ms on ookla. But unable to use the calling feature provided.Anyone from LCO city using their calling feature?

Airtel hasn't started landline service yet anywhere in Bihar/Jharkhand circle.

They advertise about this on their website and even said about fixed line to me while installing my connection.Anyway, my Phone light on the router was on for a few days after installing and i was able to call on it and it said route busy so i bought a telephone but by then it turned off and it started saying register failed in voip settings in my router, so was wondering anyone in bihar used this as i think maybe they tested it and turned it off.
