Your broadband Speed will definitely Vary according to Time My friend. What airtel Tells you is that you will be getting a 2Mbps line. However, what they fail to mention is that you are getting a 1:4 shared bandwidth. I have had enough trouble with airtel already. You can call Customer care and ask them, they will tell you that it is a 1:4 shared bandwidth. So at peak times when loads of ppl are using the net, you line will be close to 512 Kbps. As such, Airtel does not cap the bandwidth to 2mbps. They do provide some extra bandwidth. As far as your Speedtest checks are concerned, please make sure that you use either Mumbai or San Francisco, CA servers. Mumbai provides bandwidth in short range and the Sanfrancisco server provides in Long range. i only depend on these 2 servers. Try using Lahore, Pakistan and you'll see that there is a huge drop in bandwidth though it is short range. For mumbai, your latency should be less than 170 ms and for San Francisco, the latency should be less than 550 ms. you will get optimal results.
