can i use a bsnl 3g sim in other states?

i want to know that if i purchase a bsnl 3g usb modem kit along with the sim in Patna, then will i be able to use it in Chennai (for the next 4 years)? Will i have to recharge it in Patna only or i can do this from Chennai also? what will be the effect on the speed and tariff as i shall be using it only for web browsing? additional details: i can't buy the sim in Chennai because i originally live in Bihar.

yes bsnl offer all india roaming..

You can take the 3G Sim anywhere in India provided the BSNL 3G Network is available.
