Can we stream/download only a certain part of a streaming video

Hello friends, is there any way to watch/download only a specific part of a video? Suppose, a video is an hour long and if I want to view only 2 minutes of it. Is there any software or any web site that allows you to stream only a part of that video not the entire video? I know one website clipconverter.cc, but it works only for youtube, dailymotion etc. It doesn't work for other websites. Tell me if you know something about it.

Yes you can of the video service provider have time shift feature. You tube provides such option. But only for streaming. No downloading Oops you already know about you tube. So search for more time shift video streamers.

I don't know about the time shift feature, didn't pay attention to it. But, I know this website clipconverter.cc, where you can download whichever specific part of a youtube video that you want.

Time shift is what you are looking for. You can go to any duration of video and it will start streaming from that particular instance. If I am not wrong you tube was the 1st to implement. Although this might have been used before too. In India, Airtel Digital TV was planning to launch such feature on their DVR boxes. But not sure if they are launched or yet to launch.
