MTNL Delhi Can't change my broadband plan!

I want to change my internet plan but I have no idea how. I called 1504 but their customer reps are always busy and the plan change form on their website is absolutely useless since they don't bother checking it.
So the million dollar question is HOW DO I GET THESE PEOPLE TO CHANGE MY BROADBAND PLAN?
