Any Bengaluru people saw LTE+ anywhere ?

Yes, I do get LTE+ on my OnePlus 5 in Bengaluru.

I used to have OnePlus 2 before this and didn't see LTE+ ever.
It started showing up from the Day 1 on OnePlus 5 but it's not constant - comes & goes out randomly, like auto selection. It does usually go to LTE+ immediately at power ON or when the disconnect/reconnect of data happens on dual SIM.

I have experienced burst speeds of up to 70 Mbps and speed gets better when on 850 or 1800Mhz LTE+ as compared to 2300Mhz LTE+ (seen in Netvelocity App).
My DL average on normal LTE can drop below 10Mbps during peak and around 20Mbps at night, while LTE+ can range from 25+Mbps during peak to 50-60Mbps average at night.

What i have realised is during idle state CA is not activated, it shows added but when downloading something it says CA activated. Also when strong signal and Band 40 is primary cell there is no CA but when Band 3 or 5 is primary cell, CA is activated.

Could you tell me the area ??

It might be a possibility that it is not implemented to the BTS tower near your vicinity or not at all in entire Lucknow. I have OP5 and i most of the time get LTE+ in my region,
