Cloud Computing today undoubtedly is being viewed as a disruptive technology which changes the dynamics of how applications / services were delivered till recently. Advent of cloud computing means gone are the days when we used to spend 80% of our time managing the infrsatructure in hosting app or services. We were always busy managing servers/ Routers/devices/Databases/ OS Patches /Updates etc..Only 20% of the time was spent in managing the service & the application really. Plus this was the same case when it came to managing the IT budgets. 80-20 rule applied to our finance as well to manage the complexities in running and maintaining networks & other infrastructures.

How this means to various stake holders .
Cloud for a CFO is a blessing as it lowers the TCO drastically. Its an OPEX model rather than CAPEX.
Business Descision Maker is happy because it means faster rollout of an application/Solution area. The team gets to use the best of the breed application with industry best practices built in. Time to market is reduced drastically. Plus the pay per use's biggest benefit is lowering down the risks.
For a CIO it means less of a complexity to manage and provide a high availability with SLA's.
A CSO is a releived man because most cloud offings (not all) comply with various security compliance norms. And all the datacenters are equiped with the best of the breed virtual/physical security solutions.
The Developer takes pride in building/managing the most robust & scalable app/service without retooling or re-skilling with a new programming language.
An ISV gets to reach out his aplication to a far greater audience on a multi tenant mode thus lowering the entry barrier of prohibitive costs of building the infrastructure.
The SI/Partner is able to meet timelines in managing the project guidelines. Plus they have an added opportunity of making the additional services revenue.
The USers gets to access the application any time over any networks over any devices securely and with the best performance.

The Three components of a cloud today are SaaS, PaaS and Iaas. With very strong fundamentals of providing a highly scalable / Automated Services Management / Interoperability / Multi Tenancy & Scale out capabilities.

Last word every thing on cloud is or should be focussed on Simplicity / Agility / Focus / efficiency. Trust only the renowned cloud players with years of enterprise experience tucked in their belts.
But we should be choosy & picky in taking the workloads to clouds. Not everything is an ideal workload for cloud. Take my word.

still a long ways plus people like privacy and putting your stuff on servers and accessible by the ISP's or server holder are exactly what people want to do
