Connectivity problem

I have a peculiar problem in Penangla, most of the time my broadband connection will not connect and if it gets connected suddenly lin would break. Ihave to switch off the modem and then reconnect and with few attempts it will get connected and sometimes immediately. Its not only me but most of the users have this problem here. What exactly is wrong? I am uising windows xp and have unimited plan of broadband and my modem is Huawei from quidway WA1003A. purchased a year back by me from bsnl Pune itself.

Check mod is G DMT.Phone line problems ? Using Splitter ?
Any device in neighbourhood radiating RF energy ? cordless etc.
in the modem.
check SNR > 6 db higher the better and attn lesser better max 40 or 50 db
