27015 is not the only port to be open. for udp it's 27000 to 27015 and tcp 27016 to 27039 i think. without the ports open, you cannot play. other than that, if you have an illegal copy of the game, the cd key is blocked. oh valve has managed to up the anti piracy thing for CS. hehe.

No probs Spitfire.The site I mentioned just probes with TCP packets and not UDP packets.Though if it's blocked for TCP packets I would think it's blocked for UDP packets too.

Well there's still free email and even free web access. I believe once upon a time in india, there was a service called Caltiger or something, and it offered free internet. It was dial up though. But I mean paying to play at a server, I don't think that's worth it. just my 2 cents.
