I have a feeling that if I call Customer Care they would be very clueless. Will the LCO be any more knowledgeable?

Did you try it yourself? Or do you have a suggestion on how to proceed?

For MAC/Port Binding Reset you have to contact LCO or NIB team in BSNL Exchange office.

From LCO FMS Portal.

Sorry for late reply. I recently gotten around with doing it.

The mobile registered to my account is not mine. I tried both SMS and OTP method to no avail so selfcare portal is not an option.

BSNL Customer Care is clueless about the issue. But in their defense they offered to send a repair guy. The repair guy never visited me even once though.

I removed my wifi router and directly connected my computer to the ONT and complained "no internet" (made some calls to the local office). The repair guy came, made a few phone calls and said there's a small issue on their side now everything works OK without the "MAC binded" WiFi router.
